About Zaisei Zukan

Zaisei Zukan ("public finance encyclopedia") shows the settled accounts of all of Japan's municipalities and prefectures in a way residents can understand. It is part of the Zukan series of open-data sites.

Japanese local governments publish their accounts on the websites of the Ministry of Internal Affairs and Communications (MIC) and of each municipality, but mostly as dense tables and PDFs in Japanese that are hard to compare. We convert everything to amounts per resident and show each municipality next to the median of similar-sized municipalities and its national rank.

Data sources

Figures are for ordinary accounts (roughly the general account), which excludes public enterprises such as water, sewerage and hospitals, and national health insurance. Per-resident amounts use the basic resident register population. "Similar municipalities" are groups of the same type (designated city, city, Tokyo special ward, town, village) and population band.

English names of municipalities are romanized from the official readings in MIC's list of local government codes (long vowels are omitted: Tōkyō → Tokyo).
